Are we sure this is different from Rock Elm, Wisconsin? The USGS citation for the populated place is dated 29-Aug-1980, and the town is from 01-Sep-1995. Maybe it incorporated during that 15-year span? Melchoir (talk) 00:21, 25 September 2011 (UTC)Reply

They are different places. In Wisconsin, towns function like townships do in other states rather than like cities and villages; in fact, all land in Wisconsin which is not part of a city or village is part of a town. All unincorporated communities in Wisconsin are therefore part of a town, and some of them happen to share a name with a town; there are many other communities like this, including several census-designated places (Diamond Bluff, Wisconsin and Diamond Bluff (CDP), Wisconsin, for instance).
