Wording for "algorithm"

The article has the sentence

   "In the statistical learning theory framework, an algorithm is a strategy for choosing a function..."

Is this article really necessary?

This brings no information not present in other SVMs or regularization articles. Is it useful to have it? thisbugisonfire (talk) 16:24, 21 July 2016 (UTC)
