The section about Ukraine is using a German book Völkerrechtliche Vorgaben für die Verleihung der Staatsangehörigkeit as its only citation. Surely we can find another source beyond that?
The important question is: to what extent have pre-existing residents of Donetsk and Luhansk been forced or stimulated or cowed into getting Russian passports, and to what extent did they do that of their own accord because they actually are ethnically Russian and always wanted to be recognized as Russian? It's a key point in which narrative you believe about what's been going on there from 2014 until now. And I'm interested in facts rather than ideology, so it's concerning that we seem to be so short on facts in this case.
For example I can google and find https://www.swp-berlin.org/10.18449/2020C41/ but it's clearly biased and has a disclaimer that "This Comment reflects the author’s views". But there may be links worth pursuing from there.

The article seems to be concerned just with Russia's use of this practice, but I believe it's hardly unique in this.
