http://www.local300npmhu.org/NDC%20Ntwk_Reengineering_PhaseI_Briefing2-25-09.pdf and other similar presentations found around the Web (some may be newer than that one) really help to flesh out what NDCs do and how they're organized. For example, there are Tier 1, Tier 2, and Tier 3 NDCs that handle increasingly wider geographic scopes and containerization of surface mail. Also, many NDCs do handle FCM and Priority if the service standards dictate surface transportation. So, the description of what an NDC is should probably be clarified that they handle anything that travels by surface.

I'd volunteer to do some updates/rewrites, but my time is limited at the moment. I thought I'd mention this here in case someone else wants to take that on. cluth (talk) 00:55, 4 May 2017 (UTC)Reply

NDC Unwind

over the past two-three years, USPS led by PMG DeJoy has been engaging in several network rationalization initiatives, one of them being a complete unwind and dismantling of the NDC network. Mail classes such as standard, periodicals, package services, etc are now processed in Processing and Distribution centers (P&DCs) as USPS has expanded its surface network with the shifting of FCM and FCPS (now ground advantage) to surface, allowing for the merging of surface mail with mail already processed at P&DCs. Old NDC buildings are being repurposed and turned into RPDCs, which are the new backbone of the future USPS network. For example, the former Chicago NDC is currently becoming the Chicago South RPDC, which will handle all outbound and inbound express, priority, ground advantage, media/library/BPM, and outbound FCM and network standard. The former Jacksonville NDC is also being converted in a similar fashion with many others planned.
