Can someone please explain how this is related to a kernel in plain simple English? Are http://en.wikipedia.org/wiki/Mercer%27s_theorem and http://en.wikipedia.org/wiki/Mercer%27s_condition are same? Fubini may be the relevant explanation for the first equality of the last section, but it is not clear that it applies directly.
