Can someone please explain how this is related to a kernel in plain simple English? Are http://en.wikipedia.org/wiki/Mercer%27s_theorem and http://en.wikipedia.org/wiki/Mercer%27s_condition are same? This article is not correct

Lack of Explanation
editFubini may be the relevant explanation for the first equality of the last section, but it is not clear that it applies directly.
