Proposal to Split

There is a case for splitting this article into the United Nations Verification Mission in Guatemala and United Nations Mission for the Verification of Human Rights and of Compliance with the Commitments of the Comprehensive Agreement on Human Rights in Guatemala. The former is an "expanded mission" authorised by the UN Security Council, within a general mission framework created under the authority of the UN General Assembly.
