Education in Canada is regulated by the provinces. It makes legal sense to group universities by province. Having them grouped in a geographical region makes no sense whatsoever, it seems completely arbitrary (or horribly inconsiderate). There is no source that explains why some colleges are listed as "universities" in the Alberta section. There is a legal difference between them. As of Feb. '09 there is a bill before the legislature to blur that difference but for the time being the difference is important.
