Shouldn't cities enclosed in the main city (Houston) be counted along with Houston itself?
For example, Bellaire and West University are within Houston's innner loop (Insterstate 610) and have been within Houston for 30+ years.
Other examples, Hedwig Village, Hunter's Creek, Piny Point, the Meadows.

Plan to restructure page edit
I think that this page would work better in table form. As a table, it would be easier to include information like the exact population and what county the place is in. Because I have a lot of time today, I am going to try to restructure the content into a table. Additionally, because the census bureau also designates a combined statistical area, I will add the places that are in the CSA and change the table cell color or something to specify places that are in the CSA but not the MSA.
