They are. Take into account that many Republican airmen -like Meroño and Zarauza- sought shelter in the USSR, and they took part in the war against Germany. Franco's Spain, on the other hand, deployed the so-called Blue Squadrons (for instance, Salas Larrazábal fought in Spain in 1936-39 and in Russia in c.1942). One anachronism: the American Tinker -a former American naval officer and flyer- killed himself in 1939, so he couldn't shot anything down in WW2. Air victories in the Spanish Civil War are not included on this list. The Blue Squadron was attached to the Luftwaffe's JG51 "Moelders", at least in early 1943. Don't look at me, I'm Republican.
