• Several points in the lead could do with citation. These include "He was also a forceful advocate of the efficacy of strategic bombardment" and "The plan called for the creation of an enormous air force to beat Germany through strategic bombardment".

• This section seems to be fine.

Military Career

World War One

• "Walker enlisted at Denver, Colorado on 15 December 1917 and took his flying training at the University of California's School of Military Aeronautics and at Mather Field."

It might be good to explain what/where Mather Field was rather than assuming the reader knows this.
