ISAAC was not restored to normal in issue 62. In issue 61 Captain Marvel and Drax leave for earth to stop Stellarax and ISSAC announces that he will cease all production of oxygen on Titan. In issue 62 Stellarax is defeated on Earth, while some scenes show that oxygen on Titan is beginning to run down. In the first issue of the new Spotlight series, Mar-vell and Drax arrive back on Titan and it is in the second issue that Mar-vell projects his life-force outward which makes ISAAC momentarily alive and breaks him down, turning him back to a normal machine.
