Self-explanatory - a single American uni-released statement/paper that starts with ; "The Soviet Union began to jam Western radio broadcasts to the Soviet Union in 1948.1 Jamming 2 has continued to be a problem since then," ...is self-exhibitive of bias.

Considering especially in hindsight (at least), of the clear bias historically, and therefore dis-ingenuous nature of the PRIVATE/not-fully-disclosing nature of the fund and org. , it should be described as ; CLAIMED-independent, or puported-as, or something similar.
