What is meant is that the new city was laid out such that the existing villages in question lay within the area upon which the new city was to be built. In other words, when the new city was built, the old villages were obliterated, and the buildings and other structures of the new city occupied the ground where the old villages once stood. Is that right? --Milkbreath 12:44, 13 September 2007 (UTC)Reply

Yes, that is right. To simplify this, imagine a big circle. In that circle several villages exist. Now in the centre of this circle buildings are demolished to make room for new buildings. After several years, new city appeared in the centre of that circle, yet outskirts of that circle are still being "filled" with old villages which lost their independence and are administratively part of new city. - Darwinek 13:26, 13 September 2007 (UTC)Reply
