Merge from Odisha Industrial Infrastructure Development Corporation

This article had an expired PROD associated with it, and I de-PROD'd. The claim was that no supporting references could be found. However, there are mentions of the organization in several Google Books, sufficient to support a brief section in this article. A couple of Google Book links:
