Goal Attainment Scaling for Covid19 edit

I found my copy of : Goal Attainment scaling: Applications, Theory, and Measurement by Kiresuk et al. And wonder if it might be useful to measure social response based on individual actions to prevent Covid19 spread? Seems useful, but I haven’t studied Public Health since 2011.
