An anonymous editor wrote this in the article:"I believe this formula is incorrect. See pgs 436-437 (Section 1.2: "Monitoring Convergence: The Original Method") for correct formula: http://www2.stat.duke.edu/~scs/Courses/Stat376/Papers/ConvergeDiagnostics/BrooksGelman.pdf " I reverted the edit, and pasted it here in case someone wants to follow up.
