Is this correct? "Before 1990, Francois' Langur could be found in 23 different countries"

Baby langur born at Taronga Zoo

Per ABC source. I was wondering how significant this is, though considering they are endangered possibly any birth in captivity is significant?

Also includes this info not in the artcile:

"...usually born with bright orange hair, ... Their hair slowly changes until it becomes black when they are about one-year-old."
