I don't see why - is "fiscal burden" ambiguous? If not, why not use the more concise name?--Kotniski (talk) 12:53, 15 March 2011 (UTC)

It seems ambiguous to me. Fiscal tends to mean government spending but this is not necessarily always the case. –CWenger (talk) 23:08, 15 March 2011 (UTC)
