As far as the other concern goes, "A disambiguation page really needs pages linking to it in order to be in any way useful" doesn't make any sense at all. If a disambiguation page has article-space links to it, other than from other disambiguation pages and disambiguation hatlines, those links should generally be fixed to link to the appropriate article.
