Off-topic, coat rack

Combining the first two sections
editReading the article, I think combining the first two sections and condensing them into one section just called "Background" would make the article more on-topic and easier to read and understand. Perhaps we can then add links to Washington's biography and the history of Chicago (specifically to the section talking about the conditions at the time).
