Why I removed content from this article

I removed content from this article that was not supported by the sources cited. Specifically:

Removed a source because it lists the contents of a documents repository. It mentions no petition, no city council, no ownership at all.

Removed a source because it does not say what is cited. It says nothing a Minister of Treasury of Public Finance, nothing about certification, money or any purchase, official or not.
