Diabetic Hypoglycemia was created as a specialist journal for diabetologists with an interest in this field. Whilst it is true that most of the articles are written by the editorial board, at least one in each issue is written by an invited author.
It is hoped that if there is enough interest in this journal, it may be possible to broaden its scope to accept papers from other sources.

Status of this journal edit
I find the status of this journal questionable. While its website claims that it is recognised by the DOAJ, a search there suggests otherwise. It is not indexed by the National Library of Medicine, either.
Given that the remark above suggests that the creation in 2009 of the article may fall under WP:COI, I think there is a problem with its having a Wikipedia article. Charles Matthews (talk) 11:06, 24 August 2020 (UTC)
