I undid the removal of red links, per WP:RED: "In general, red links should not be removed if they link to something that could plausibly sustain an article."
If there are specific instances where it is felt that certain a red-linked individual will never meet WP:NOTE, obviously that's different, but (at least to me) it seems plausible to me that all of the currently listed individuals could be considered notable under WP guidelines.
