Lack of a Critical Section.

A Civil Service structure, at Federal or State and local level, undermines democracy by depriving voters of any influence over who actually makes day-to-day decisions in government - the voters can elect Mayors and Governors and Presidents, but if these elected people can not actually hire-and-fire the day-to-day staff of government then "democracy" is somewhat of an illusion, a "Permanent Government" being really in charge. At least this could be the argument made in opposition to a "Civil Service" and "Civil Service Reform" - but the article just ASSUMES an unaccountable bureaucracy (that elected people can not dismiss) is a good thing.
