Since they are both in relatively equal use, a case could be made for Episcopal Conference Of Ethiopia And Eritrea per WP:CONSISTENCY. However, I opted for Catholic Bishops’ Conference Of Ethiopia And Eritrea as less ambiguous, including Catholic in the title.
