It is clear the three books Ghosts, Choices, and Madness happened during three different Halloweens. So a couple of things:

1) If we must force it into continuity, then Ghosts happens "the night before Halloween" and since it founded the "Wayne Foundation" it happens before Year Two (which references the Wayne Foundation) and before the Long Halloween (which spans Halloween) so this probably took place in Halloween of Year 2 (he hands out candy the night of Halloween). Even if you ignore Batman: Year Two there are plenty of other books that establish the Wayne Foundation in Year 2.

2) This forces the Long Halloween to June Year 3 all the way to Halloween of Year 4 (which makes better since it is ridiculous anyway that from December Year 1 to June Year 2 that Batman & the Monster Men, Batman and the Mad Monk, and Batman The Man Who Laughs all take place, plus the villains in Batman's rogues gallery all become well established.

3) Choices could at the earliest happen on the heels of the Long Halloween since Scarecrow is at large and Batman references Two Face, so at the earliest Halloween Year 4.

4) Madness, also on Halloween, is probably directly before Batman Chronicles: The Gauntlet and Robin: Year One and concurrent with Batman: Dark Victory, so Halloween Year 5.

With all continuity you have to ignore the Lt/Captain/Commissioner Gordan errors as well as Batman's chest logo. The truth is the books don’t fit into the timeline because they were originally meant to coincide with Halloweens 1993, 1994, and 1995, and then in 1996 and 1997 the Long Halloween was published to force its way into Halloween Year 2. Halloween must come along 3 times a year in Gotham….

My point? The page should say the books don't fit neatly into continuity rather than forcing them all into one Halloween and claiming they happen in year 4 at the earliest.

It was actually a little worse than that - it assumed that the 3 annual specials were a protracted limited series and tries to fit material to that.
I've taken a stab at fixing the lead, but the reast of the text needs a good straightening. And part of that is removing an Wikipedian editorial attempt to "fix" it in continuity with othe comics. (read: dump the OR.)
