Image:CultureBaldheadBridge.jpg is being used on this article. what does "baldhead bridge" refer?

Does anyone have a good source about the meaning of baldhead bridge? I have some guesses but I don't know where to source this sort of explanation. It's an odd album name so it would interesting to explain the meaning.
