This 28 August 2011 move was one of 800x undiscussed moves to geo articles moved contrary the result of Talk:Cần Thơ 14 cities RM. The result of that RM has been confirmed by other geo and RfC majority since, and yet the 14 cities of Talk:Cần Thơ and others are still being stripped of Vietnamese names, some 2 or 3 times. The person making the moves needs to be warned that action will be taken if his disruptive editing continues. If he then continues, the warning should be followed up with a report seeking the user being banned from editing for a period.
