Focus vs. Active edit

I have a problem with this definition as opposed to "Window Focus." Window focus is pretty consistently defined as the window that will accept keyboard input when provided. I believe that the definition of "Active window" should be the window that is on top.

I am dealing with a situation during software testing where the "Active window" does not have "Window Focus" by these definitions. In fact, the "Active Window" completely hides the window with "Focus", completely disabling operations on the "Active Window" and if the task bar is not displayed, there is no indication as to why the window won't work.

Perhaps addressing the issue with citations will help resolve this problem. Perhaps Microsoft has some definitions they might be cited. I didn't find them.
