The logic in preferring History of Sparta rather than Sparta as a link in this case is that we are dealing with the specific events of Spartan foreign policy and hence the event focused History of Sparta is the one most likely to be useful. For a different year, where say the even is a Helot revolt, the Sparta page which deals with the social structure of Sparta is more likely to be useful.
