Wording for the "declined" heading

1) Although accurate in the sense that the individuals themselves have publicly declined the offer of co-leadership, I believe the wording "declined" in inaccurate in this usage as it indicates there is no way the persons listed could make a run at leadership - politics is however fluid, and it is entirely possible they'll later say they've changed their mind and have a go at it (however unlikely). Therefore, I propose the heading "unlikely candidates". Additionally, it's possible the media may scrutinise others in future, making the person suitable for the heading "unlikely" without those persons actually publicly declining it.

2) The following is also inaccurate: "The following individuals were the focus of media speculation as being possible leadership candidates, but ruled out a bid". This is because the reference cited for Chloe shows she was the focus of media speculation, where-as Golriz's cited reference had a simple one-liner about it - i.e. not a focus of the media. Therefore I propose this replacement sentence: "Due to speculation from the media, the following individuals have publicly declined becoming candidates for the co-leadership" (I believe declined would be suitable for this sentence).

Declined is a standard term applied to people who rule themselves out. It is accurate and neutral, I don't see any issue with its application here. Obviously if one of the two declined candidates changes their mind later on, they will be removed from that category. Also why are the list rankings from the election being shoe-horned in?
