GFDL-only content is not appropriate for copying on Wikipedia without permission edit

The copyvio tag was removed from this article with the comment "material appropriately licensed - site published under GNU Free Documentation License 1.2." I have replaced the tag because GFDL-only material licensed since 1 Nov 2008 is not appropriate for Wikipedia now that it uses a dual license (see WP:LU#Content restrictions) and as far as I can tell, Ballotopedia has not granted us permission to copy their work. This copyright free work is available for publishing under the Florida Constitution which requires all governmental meetings, hearings, and documents be "in the sunshine" allowing republishing without any retribution of any Florida governmental text. I personally took this photo of my own absentee Ballot and am certain it is copyright free. I do not believe I referenced the GFDL license you are referring to and I'm uncertain who "Ballotopedia" is but the copyright laws are being complied with.
