Non-free usage in "Scout Association of Croatia"

This file's usage in Scout Association of Croatia does not seem to satisfy WP:NFCC#8 because the image is not being used in article's infobox as its non-free use rationale claims, and the image itself is not the subject of any sourced commentary within the article which is something generally considered necessary to show the context required by NFCC#8 for non-free images used outside of the main infobox or not used as the primary means of identifying the subject of the article. I also think the image probably fails WP:NFCC#3a because it basically provides the same encyclopedic information as File:Savez izviđača Hrvatske.png, which is used in the infobox, and both files are not need to do that. The caption and sources for the file can easily be added to the article and reference can be made to the infobox image.

However, I think that this might be simple enough to be considered ineligible for copyright protection and acceptable as {{PD-simple}}. So, I suggest that this be discussed at WP:FFD to see if there's a clear consensus to covert this to a free license. If there isn't and the result is that it needs to be non-free, then it is likely that the discussion will also decide to delete it. -- Marchjuly (talk) 06:43, 27 January 2016 (UTC)Reply

  • This seems to consist of a fleur de lys (⚜) and a pattern from the Croatian flag. I suspect that it only consists of elements which aren't copyrighted. --Stefan2 (talk) 00:55, 29 January 2016 (UTC)Reply
