I agree, this date was selected by the methodology of Evi, and was clearly part of their publicity efforts. I can find news coverage that is basically repeating the Evi press release. There is one news article that cites this day along with other "slow news days" https://www.theguardian.com/media/shortcuts/2016/jan/20/have-i-not-got-news-for-you-the-art-of-reporting-on-a-slow-news-day
