Eddy De Gracia Pérez (Born July 14, 1976) is a Dominican diplomat, politician and lawyer[1][2]. During the development of his diplomatic career, he has represented the Dominican Republic in multiple official missions in Latin America and the Caribbean, serving as an accredited diplomatic official in Cuba, Costa Rica, Guatemala and Chile[3][4]. He is currently a member of the Central Directorate and Undersecretary of the Secretariat of International Affairs of the Fuerza del Pueblo political party.[5][6]
Early life and Education
editEddy De Gracia is the son of Andrés De Gracia and María Pérez Gil, he was born on July 14, 1976 in Higuey, La Altagracia Province into a family dedicated to agriculture and crafts. He completed his primary studies at the Adventist School of Higuey, completing secondary studies at the Liceo Medio de Reforma in La Romana, he obtained a bachelor's degree in law from the University of Havana in Cuba, a master's degree in Latin American studies with an emphasis on culture and development of the National University of Costa Rica, diploma in electoral processes of the Americas taught by the Organization of American States OAS and the Latin American Faculty of Social Sciences FLACSO Chile, executive program MBA GADEX Educational Format in Spain, studies on strategic implications of Human Rights in a Rule of Law, strategic policy and defense, taught by the William J. Perry Center for Hemispheric Defense Studies of the National Defense University of the United States.[7]
Political career
editIn 2004, the president of the Dominican Republic, Leonel Fernández, appointed him as a diplomatic official with the rank of First Secretary to the Dominican embassy in Cuba[8], serving as manager of the commercial office of the Export and Investment Center of the Dominican Republic CEI. -RD in that country. In 2008, the Ministry of Foreign Affairs ordered his transfer to the Dominican embassy in Costa Rica, acting as representative of that diplomatic mission before the Inter-American Court of Human Rights. In 2015 he again arranged to be transferred to the Dominican embassy in Guatemala[9] [10][11]where he assumed the responsibility of being in charge of political affairs. From 2016 to 2020, his work in the Dominican foreign service he acted as a diplomat before the Dominican embassy in Chile[12][13] where he was responsible for the legal affairs of that diplomatic mission. In 2017 He was part of the mission that acted as an international electoral observer for the OAS20 during the presidential elections in Honduras.[14][15]
In 1996 he joined a study circle of the Dominican Liberation Party, reaching the category of full member of that political organization in 2000. In 2002, he was promoted by the Political Committee to deputy secretary of the Youth Commission of the Central Committee and in 2003, he was ratified as deputy secretary of the Youth Secretary of the Central Committee. In November 2019, due to the contradictions and subsequent division of the Dominican Liberation Party, he resigned from that political organization and joined the Fuerza del Pueblo, a political organization that at that time was founded by former president Leonel Fernández. At that time he also exercised a rigid political opposition to the Government of Danilo Medina.[16][17][18]
