I don't see any difference between bodies and agencies. Both terms are ambiguous and arbitrary, in English and in other languages.
'Government agencies' is clearly the preferred term in English Wikipedia and many other languages link into this.
Few other languages link into Category:Government bodies
'Government bodies' was created in 2009 but it hasn't attracted nany links, in my opinion
