Yefim Zisyevich Fiks (Russian: Ефим Зисьевич Фикс; Ukrainian: Єфим Зіс'євич Фікс; born on 27 November 1946), is a Russian and former Ukrainian politician and army veteran who is currently the deputy Chairman of the Republic of Crimea since 19 September 2018, elected in 2014.[2]

He had been a member of the Verkhovna Rada from 2004 to 2006.[2]

He was the secretary of the Crimean Republican Committee of the SDPU(o) from 1996 to 2010.

During the 2004 presidential elections, he was a confidant of presidential candidate Viktor Yanukovych. Fiks is a reserve colonel, and a veteran of the Armed Forces of Ukraine.

Yefym Fiks was born into a Jewish family on 27 November 1946.

His father, Zisya Khaimovych (1903–1985), was a veteran of the Great Patriotic War.[3] His mother, Henya Khaimivna (1913 - ?), is a cleaning lady.[4]

From 1964 to 1965, he was a student at a music school in Lutsk.

He graduated from the Faculty of History of the Far Eastern State University in 1979.

Between 1965 and 1994, he served in the Armed Forces in party and political positions in units and formations of the Leningrad, Far Eastern and Odesa Military Districts. He was a Reserve Colonel.

Between 1993 and 1997, he was the co-chairman of the Party of Social Guarantees of Crimea.

Between February 1995 and May 1998, he was the deputy director of the Privatchek company in Simferopol.

In 1996, he was the secretary of the Crimean Republican Committee of the Social Democratic Party of Ukraine (united).

From June 1998 to May 2004, he was the Deputy General Director of Tavrichesky Economic and Legal Center LLC in Simferopol.

From 1990 to 1991, he had been a deputy of the Crimean Regional Council.

In 2004, Fiks became a member of parliament, people's deputy of the Verkhovna Rada of Ukraine of the 4th convocation (on the SDPU(o) list). He was a member of the Verkhovna Rada Committee on Rules of Procedure, Deputy Ethics and Organization of the Work of the Verkhovna Rada.[5] In the 2004 presidential elections he was a confidant of Viktor Yanukovych.[6]

On 21 September 2004, he became a member of the Temporary Investigative Commission of the Verkhovna Rada to investigate the circumstances of the poisoning of the candidate for the post of President of Ukraine, People's Deputy of Ukraine, Viktor Yushchenko.[7]

In 2006, Fiks became a member of Verkhovna Rada of Crimea, member of the Presidium of the Supreme Council of the Autonomous Republic of Crimea, and was the eader of the Solidarity faction.

He was reelected in Verkhovna Rada of Crimea in 2010, from the Party of Regions. He was a member of the Presidium of the Supreme Council of the Autonomous Republic of Crimea, and was the chairman of the Standing Commission on Rulemaking, Organization of the Verkhovna Rada and Public Relations.

On 19 September 2014, Fiks became a member of the State Council of the Republic of Crimea of the first convocation since after the annexation of Crimea, becoming a Russian citizen.

On 5 October 2016, after the election of Deputy Speaker of Crimea Andrey Kozenko as a State Duma member, Fiks took the position as Deputy Chairman of the State Council of the Republic of Crimea.

On 14 November 2018, he took the position of first deputy chairman of the State Council of the Republic of Crimea.

On 8 September 2019, Fiks was reelected as a deputy of the State Council of Crimea of the second convocation.

Criminal prosecution edit

In 2015, the Prosecutor's Office of Ukraine suspects Fiks of high treason and has put him on the wanted list.[8]

Family edit

His wife, Anna Ivanovna Fiks (born 1941), is a pensioner.[4]

His son Ilya, (born 1973), is the head of the department for public projects of the Office of the Council of Ministers of the Republic of Crimea.[9][4]
