No need to contrast one with the other. Both are possible approaches -- reconfirm probationers once, reconfirm all periodically.

I like fixed terms myself, with a prohibition against reapplication for a latency period. Good performance during a set of "lower house" admin terms would qualify a candidate for the "upper house" with longer terms and no latency. John Reid 08:27, 13 September 2006 (UTC)
