Scope vs. cats edit

In comparing our scope to our categories, I have noticed a discrepancy. Why are all groups outside of WOSM and WAGGS placed into Category:Non-aligned Scouting organizations. Shouldn't we have cats for Confédération Européenne de Scoutisme, Union Internationale des Guides et Scouts d’Europe, Order of World Scouts and World Federation of Independent Scouts? --Gadget850 ( Ed) 13:20, 12 October 2007 (UTC)Reply
