How is speedy deletion to be reconciled with debate statement

The statement implies directly that debate has occured on everyone of the templates that are being reviewed. How is this process supposed to work when the review is on a speedy deletion, which by definition does not have consensus by debate in a single case. Ansell 07:34, 14 May 2006 (UTC)
