I didn't want to clog up the discussion with side talk on this subject, but the GAR guidelines say you have to be logged in in the context of commencing one of these. Specifically.... You are logged in (unless you are not a registered user, then you may try asking another editor to reassess the article) Nothing prohibits participation by non-logged-in users.
