Project of the month edit

We can take two approaches to this section. We can either feature projects to drum up support and membership for that project, or feature them to "reward" them for a healthy output. In the second case, the featured project would be one that has been productive for some time, with the provision that a project cannot be re-featured for a year (26 issues). Definitely on a nomination basis. Going alphabetical would (1) mean it would be four years before every participant would be featured and (2) would feature editors that, in some cases, have left Wikipedia or road-related editing long ago.
