This looks like a random compilation of original research conflating the Russian Empire with the Soviet Union (a very dubious claim in itself). Among other things, it claims that the Grand Duchy of Finland was in personal union with Russia, while the Kingdom of Georgia was not. This notion of "personal unions" in regard to the Russian Empire is erroneous. Manchuria, some obscure territory labelled as Tannu Uriankhai and even Northern Iran are labelled "Russian imperial protectorates". Then follow Soviet occupation zones in "partitioned counties" during World War II. What is the criterion binding this loose collection of disparate subjects together is never made clear. In short, this template is created with the sole purpose of illustrating someone's original research, does not serve any useful purpose, and undermines our readers' perception of the level of scholarship involved in creating Wikipedia.
