User pages and non-free works

Here are two questions I have been pondering for my user space and wanted to get some feedback about its possible implications:

If someone wanted to upload an image they took to Wikipedia but wanted to retain more rights than what the Commons allows, are they allowed to do so under the guise of the on-site non-free upload option? Does Wikipedia allow non-free upload images/photos for user-pages so long as you have permission from the author of the work? Adog (TalkCont) 13:44, 31 May 2023 (UTC)[reply]

A policy-based answer, to complement darklight's practical answer: any use of non-free media anywhere in Wikipedia must meet all of the non-free content criteria. No. 9 says Non-free content is allowed only in articles. ColinFine (talk) 17:16, 31 May 2023 (UTC)[reply]

Cold climate change in NI

Little is known with certainty, but it may even become much colder. Quoting from Climate change § Observed temperature rise: "Melting of glaciers and ice sheets in the Arctic disrupts ocean circulation, including a weakened Gulf Stream, further changing the climate.[55]" Even if this does not weaken the North Atlantic Current, which currently contributes to the mildness of the Irish winters, it will become colder. Worse, in some climate models the entire circulation in the North subpolar gyre may irreversibly collapse, resulting in rapid cooling in Western Europe. The Government of Northern Ireland conjectures that:
  • 2070 winters could be up to 3.9 °C warmer and summers could be up to 4.9°C hotter
  • 2070 winters could be 25 per cent wetter and summers 38 per cent drier
  • 2100 sea levels in Belfast could rise by up to 94cms [1]
