Wikipedia:Op Privilege Policy

This policy should be used in the rare, but possible case of an admin or bureaucrat abusing their op. This will be more fair, as many users work extremely hard to earn operator status, and lose it all by abusing their new powers. With THIS policy, they only get SOME of their power taken away.

For example, if a bureaucrat abuses their op, (e.g. blocking a user or IP just to be funny), they will simply receive a demotion down to a standard administrator. If the behavior continues, they will be demoted to a standard user. After being completely brought down, they will recive warnings and blocks for any further violations to Wikipedia's rules.

In a nutshell, with these rules installed here, ops can still get fair punishment, while still getting a point proven to them to not abuse their op. This way, the user will not have to work hard again to regain operator status.
