  • Comment (tentative oppose) Based on the article, I'm not totally sure that this is the type of red tape that the expression "red tape" comes from. ("All American Civil War veterans' records were bound in red tape, and the difficulty in accessing them led to the modern American use of the term.") So I'm not sure of the EV.
