Wikipedia is not a web host for holding personal web pages unrelated to work on building the encyclopaedia. You are, of course, very welcome to start making contributions to the encyclopaedia, in line with Wikipedia policies and guidelines, if you are interested in doing so, but if you are interested in writing a personal web page, then there are many web sites which provide that sort of service, but Wikipedia is not one of them. This is one of a number of accounts they created, not all of them active on English Wikipedia. The user boasted about their intention of creating a record number of accounts, and gave 100 as a target number of accounts that they intended to make. I never saw any constructive edit from any of the accounts, as far as I remember. This account is currently blocked on five projects, and on three of the five talk page editing and email are both disabled. I blocked five accounts, but there were more. How many more, I don't remember. I had a list of accounts, but either I haven't kept it or I have kept it somewhere where I can't now find it. Building the list was a tedious process, involving taking multiple fragments of userspace pages one at a time to Google translate, and in some cases then back-translating to find the Korean username which Google had translated to English, so I don't plan to repeat the process. However, here are the five accounts which I blocked: Won1017, 원1017, 하원랑, 원떨, 울타리담.
