What's needed are reliable secondary sources which have coverage of the library, as well as the material at its own website. As a state institution, it should be easy enough to establish its notability, so that is not the issue so much as the numerous sections copied from the State Library website. Another problem is the promotional tone, and the "About us" tone of much of the article. Encyclopedia articles are not the property of the subject of the article, and do not exist as a communication portal between the subject and the reader. If you use material from the library's website, its annual reports, or pamphlets, cite them, but use only your own words. The remaining text lacks citations. If it is also a copyright violation, it should also be removed. Please use inline cites so that readers can look at the reference section and verify what is said. Thanks.
