Um, your claim is completely absurd. How could there possibly be 1 account named UTTAM KUMAR GOUDA and another named UTTAM KUMAR GOUD, both trying to post information about some alleged Indian athlete, and they not be run by the same person? And, I seem to recall there being a third account, whose name I currently forget. If you want to be able to edit Wikipedia, you need to go to your original account, request an unblock there, and explain how you plan to contribute to Wikipedia (note that making a page on yourself is not contributing).
