Why have I been blocked? Is it forbidden to play with the sandbox pages? That's the only, absolute only, thing I did today after registering my account. I was experimenting on the sandbox because I wanted to understand the best way to publish data on Wikipedia. More specifically, I have the rights to publish on Wikipedia (or OpenData in general) part of the French national heritage database, as part of a French research project.

First, Wikipedia only accepts material licensed under CC BY-SA or freer such that any third party may onward copy and modify it for any purpose - Wikipedia can not accept material purely on your assertion that you personally have permission to use it. Secondly, Wikipedia is not a repository for external source material - Wikisource might be more suitable if it is suitably licensed. Finally, it's in French - this is the English language Wikipedia and French text would not be applicable in articles here.

Dear administrator,
I am sorry for this repeated attempt to create the Ola mundo page. I was not aware of it, thank you for your kindness in giving me a reason why I have been blocked. In fact, I was experimenting an API to create a bot (see Wikipedia:Creating_a_bot) and I probably committed a mistake - I thought everything was going to the sandbox. Given the content "Ola mundo", it was definitely something that came from me, but why can't I see it in my "User Contributions" page?
As for the project, we have researchers collecting data about national heritage in a region of France. This data is going to be published in the French national heritage database and we would like to have part of this data available on Wikipedia somehow. I do not think publishing our data under a CC BY-SA or a freer license would be a problem. Thank you for mentioning Wikisource as a possibly more suitable project, I will take a further look on it. Concerning the language, I am not willing to publish any French content in the English Wikipedia without translating it first. By the way, I thought being blocked here would also block me in the French Wikipedia, but I noticed it is not the case.
Now, I would love to avoid being blocked in the French Wikipedia too. So I was wondering, could you kindly confirm that I have been blocked permanently exclusively for trying to create the Ola mundo page or did I do something else wrong beyond my current understanding? Will I be able, for example, to experiment some editions on the French sandbox? Finally, coming back to the English Wikipedia, having mistakenly created the Ola mundo page was that hazardous to give me a permanent block without any previous warning?
I registered on Wikipedia wholeheartedly trying to publish useful and trustful content. I am very disappointed with the outcome of this experience.

A few thoughts:
- The block would have been partly for the Ola mundo page (which you would not see in your contributions because the edit filter prevented it from being created - admins can see the edit filter log), but together with the French postings to your sandbox there was a general appearance of not being here to create English Wikipedia articles. Blocks are for preventative reasons, not punitive, and yes we generally speak to an editor or issue warnings first. But seeing the repeated attempts at creating Ola mundo in rapid succession, I can see why the blocking admin might have placed a priority on preventing further attempts (see my next point). Anyway, it seems it was an honest misunderstanding of how this project works, and I'm happy for you to be unblocked.
- Regarding bots, all bots must have prior approval before being allowed to run, and must comply with Wikipedia:Bot policy. Rapid automated editing is often characteristic of a vandal attack, and will always raise suspicion.
- Speaking of sandboxes, you have your own personal sandbox - just click on the "Sandbox" link at the very top line where it shows your login name.
- The different language Wikipedias are managed individually and, as you have noted, a block on one does not affect the others. In fact, there are often differences in the rules governing the different projects as each one is run by its own language-speaking community - so that's something else that adds to the complexity for new editors! There is a mechanism for globally locking editors across all projects, but that's only used in exceptional circumstances.
- I suspect using your French Wikipedia sandbox for the same activities might be problematic, if it does not appear that you are trying to build French Wikipedia articles. The French Wikipedia is also not a repository for original material - it's just not what an encyclopedia does. An encyclopedia hosts articles about subjects, and uses external sources as references for their contents. There's also a copyright issue, and if the material has not already been published with a suitable license (which must be compatible with any original copyright status) then it generally should not be copied into any language Wikipedia. Having said that, if your project includes creating descriptive articles in a similar form to Wikipedia articles and is published under a suitable license, then with some adjustments and appropriate references, it might be suitable for creating Wikipedia articles. To be suitable as a Wikipedia article, a piece of writing would need to contain inline citations for verification, to reliable sources (see WP:V and WP:RS) and should demonstrate the notability of the subject (see WP:N). Wikipedia would not accept your project's writing without citations to the sources on which that writing was based.
- Translating original source material into English could be problematic for the reasons, again, that Wikipedia is not itself a repository of original sources, and for the same potential copyright concerns.
- For these reasons (and some others) I think it is unlikely that the automated copying of articles from your project directly into Wikipedia would be appropriate, but without knowing what your project actually looks like I can't be sure. It might be better for you to explore the possibilities of getting articles accepted by the French Wikipedia first. And if that is successful, subsequently translating French Wikipedia articles into English Wikipedia articles might be a possibility.
- As I suggested, Wikisource might be more suited to your needs, but that would depend on the nature of your project (of which I am uncertain). The Wikisource article about it gives a good explanation of what it is (at fr:Wikisource in French). Essentially it's "an online digital library of free content textual sources" and exists in different language versions - the French one is at https://fr.wikisource.org/.
Without my understanding of the nature of your project and having only seen your few Sandbox additions, a lot of what I say is based on guesswork, but I hope this is of some help. Boing! said Zebedee (talk) 09:47, 15 May 2018 (UTC)
